Not that this isn’t a tear-jerker, but it seems completely at odds with the most influential characterizations of Scrooge by Barks and Rosa. For one, the laird of Castle McDuck is possibly the most miserly creature in the Disney universe (with the possible exception of Flintheart Glomgold).
I personally don’t agree with his values, but Scrooge is the capitalist without equal in his stories. Outside them, he’s been softened largely by DuckTales and Mickey’s Christmas Carol into a curmudgeon with a soft center. And even though it can have heartwarming results, as in this comic, it’s a total mischaracteriszation of a complex personality.
In a more honestly told Scrooge story, he would have loaned her that gift money at a hefty interest rate for not having collateral or a credit history.
Let’s remember that this is a Disney character who seceded from the United States because it would lower his taxes.
